About the plant

A new combined heat and power plant in Vilnius will be able to produce about 40% of the heat centrally supplied to Vilnius. The remaining heat demand would be met by other independent heat producers and a heat supplier. It is forecasted that the weighted heat production price in Vilnius DH supply system in 2020 could be approx. 20%. lower in comparison to 2013. Moreover, Vilnius CHP would produce about 0.4 TWh of electricity, enough to supply 230 000 of households.

Technical data

The total electrical capacity of the power plant will be about 92 MW and the thermal capacity will be about 229 MW. Vilnius combined heat and power plant has been planned taking into account the heat demand in the capital and the situation in the waste and biofuel market. It will be able to provide one-fifth of the demand during the coldest weather and approx. 40 percent. of all the heat that Vilnius needs throughout the year.

When choosing future equipment, environmental priority has been considered. The equipment which emits the least amount of pollutants itself was chosen, so that the load of the smoke cleaning equipment would be minimum. To ensure maximum environmental protection, the smoke purifiers will be separate for each power plant boiler.

The heat generated by the future cogeneration unit will be supplied to the district heating network of Vilnius City, and the generated electricity will be supplied to the 110 kV network of the electricity transmission network operator LITGRID.

When deciding on the location of Vilnius CHP, technical and legal parameters of the site, economic and environmental aspects, and distance to residents, customers and fuel sources were taken into account.

Criteria for choosing a location:

  • The activity is planned near the already built municipal waste sorting plant.This enables the transportation of the required fuel over short distances, installation of special loaders, thus reducing the flow of road transport to the area and minimizing waste management costs.
  • Proper connection to engineering networks:natural gas, electricity networks and district heating networks of Vilnius city.
  • Adapted communication infrastructure:there is a railway branch and densely populated areas are avoided.
  • Appropriate solutions:the territory is not included into the protected area or the area of NATURA 2000 network, there are no cultural heritage values. Energy production activities are permitted according to the solutions of the General Plan of the City of Vilnius and the Special Plan of the Heat Sector.
  • Users are close. One of the key criteria for energy efficiency is building such power plant near potential heat and electricity users.
